For land use, this process is always underway. When development projects are processed, they are reviewed to ensure they are compatible with the City of Chico’s General Plan Land Use Element Goals, Policies and Actions.
City of Chico Land Absorption Study
In 2019, the City of Chico finalized the Land Absorption Study to determine demand and supply for developable land within the City of Chico. A portion of the comprehensive study detailed Opportunity sites for infill development.

Planning Commission
The governing body for implementing the City of Chico General Plan Land Use Element and ensuring that development projects are compatible. This body also considers environmental impact reports and negative declarations for when a project has the potential for resulting in a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
